No Encoder Plugin Link on Home/plugins?

... I see all the plugins except for encoders.
1) Are 9.1 and 10 encoders the same?
2) I wanted to reinstall my WMA encoders although I have already reinstalled those which came with the program (10) but failed to cure my problem.

*My Problem: I can rip and record to WMA but can't convert to WMA (But can convert to WAV or MP3)
I am reading up on WMP9 (For W98) but am getting nowhere.
