Build Missing Thumbnails

I used the "Build Missing Thumbnails" commad in options, but it didn't seem to work.  I have a very large library.  When I scroll down to view albums by thumbnail after having issued the command, the thumbs are created on demand.  I am using "Panes" mode with "Album Thumbnails" as a list style.  Why isn't it working?  THANK YOU!
