When import files with foreign characters in the tags, they display incorrectly:
from MC: Habib Koité & Bamada
from Windows explorer: Habib Koité & Bamada.flac
from media monkey: Habib Koité & Bamada.flac
It does not seem to be a FLAC problem, since the data is all fine prior to importing into MC.
