Mini-View "Always On Top?"

Um, how do we make mini-view "always on top?"

Also, I remember this coming up previouusly, but mini-view doesn't remember its window position, and this is really annoying.

The slim skin gets its position from the main frame.  This is by design.

Okay, but getting back to Schrodinger's Cat, what if Mini View were to behave like a detached display, with all the usual rules?
