.wav file question from a novice

I have version 8.0.239, trying to convert a wav file to mp3.  New to file conversion, trying to drag file onto playlist, open file, open from media editor ====> same errors: "Error retrieving file information" and "Please select file to play".

Seems like something simple that I am doing wrong, but what is it?
