In build 12.0.380 last.fm doesn't seem to want to scribe songs being streamed from a library server

That's a known issue which I think needs to be addressed. No songs are send to last.fm on the client computer.
For now I have just installed the old Media Center plugin that can be downloaded from last.fm on the client side.

That one still works...
