I have found that the check box state doesn work when you don't have a mega me skin applied.  Here is a specific example:

File Properties > Rename Files using File Properties > Directories > OK

After you click ok it will come up with a dialog with 3 buttons and a check box to remember your setting (this dialog confirms if you want to move the file and clean up the database and so on...)

I have also found that this also happens when trying to enter your CDDB information and want to use an existing nickname.

i couldn't type anything into the nickname/password fields till i turned skins off.
