Hi if u schearch on google "artrage" u 'll seen good work like this but in colour and with oil paint.
artist import a picture and draw on it but anyway they need good skills for made this so this is possible but not totally from scratch.
They're also some plug-ins in photoshop that can make a drawing effect on pictures.
