Toolbar missing

Running this on a Win98 system and everything has been running fine until yesterday when the tool bar just disappeared!  Tried to modify the look etc or reset to default but nothing.  I haven't uninstalled and re-installed this yet and am wondering if that will take care of it.

Any ideas?
