adding rating to Lower Right mini skin

I've looked up the author for the skin and it looks like he/she hasn't posted since 05.  I was wondering if there is a way to add the ability to rate music to the lower right skin?  I'm not familiar with xml or any programming for that matter.  I've gone through the Standard Skin tutorial, but I'm clueless.

Could anyone point out what I would need to do?
