program starts mainly off-screen

In this video ( http://screencast.com/t/jdn2NylSmw3 ) you can see that J River Media Center 17 Beta starts up off-screen and since the top of the window is not available, I have no way to move it to the center of the screen.

Again a Windows 'feature'. What you can do is:
Do a mousover on the MC icon on the processline (at the bottom of your screen)
Rightclick the miniature screenshot of MC
Chose Move and use your arrow keys

That should get your straying window back into focus again.
