No.  Not true.  MC uses an outbound connection on port 80 (same as web browsing) to register with our server.  After that, the test tells you whether our server can access your library from the Internet.  This is only required if you want to stream your tunes when you're away from home.  It is NOT required to use MC on two machines locally.
