Flac quality settings

In the tools/options/encoder/ flac option it has quality settings of   from 0 to 8.. Can anyone tell me if 8 is highest or lowest quality.

"Quality" is the same.  The higher the compression, the longer it takes to ENcode, and the smaller the file will be.

DEcoding takes very little resources and shouldn't affect sound quality at all.

I think I have used 5 forever... for no particular reason.
