MP3 encoding problem

I am trying to use MJ8 to convert a WAV file to MP3.  I captured the WAV file from a streaming radio broadcast using TotalRecorder.  The WAV file is about 10MB.  I also successfully saved it as an MP3 from TotalRecorder, about 900KB.

I imported the WAV into MJ8 in order to try its MP3 conversion.  As this was a speech broadcast, I could afford to lose some quality to get the size down, so I chose a low bitrate (40).  The conversion appeared to run OK, and the file size looked about right (250MB), but when I played it, it played at about five times normal speed.  I tried again with the MP3 VBR option, using Normal/Low; same result.

Any ideas?
