This is probably better in the TV section, but meh...
Unfortunately true place shifting (or streaming) of live TV isn't available in MC (yet, though I do believe Yaobing has it on his to-do list).
One way around this is by using the kaiser baas network tuner. Plugs into your network and all PCs see it as a local TV tuner card.
Another way is to record the program you want to watch, then you can watch it on another PC in *almost* real time as it records.
