[17.0.147] Proper Web Video Buffering

I don't know if it's my own issue or what, but when I streama particularly large or high-quality Youtube video inside the player and it does not buffer far enough, instead of pausing or something so that it can, the video plays like it's skipping (repeating the same sounds in the audio track in quick succession, etc). Is this a known issue?

I saw the same recently, and don't believe this used to happen.
