I'm pretty sure you can do whatever you like to your copy of MJ. Distributing it is another matter. And only JRiver can give or deny you the permission to do that.

I would think it would be more something they'd want to do themselves, that way they can build in different language packs as part of the install, and then seek your help with the actual translation.
