I agree it might make sense to switch how it works when invoked from the right-click menu.
However, if you use Options > Tree & View > Thumbnails > Build missing thumbnails..., it will work in the Action Window. If you use 'Erase all thumbnails...' right before running it'll be the same as a rebuild.
You can also configure Auto-Import to keep thumbnails built.
