Invalid license, error code=21

I am currently running v17 on my htpc and my pc where i do the setup and config testing. My htpc is where I play all movies. I bought the upgrade license about a week ago and have tried to to install it but I always get a error 21. I am running in portable mode. I have searched the forums and found a few posts indicating that I need to install normally or something then go portable? I am not sure I understand what I need to do. Can someone help?

Please do a regular install (not portable) and the restore your license.

Portable installs are only for thumb drives, and they require a fully licensed build be installed before creating the portable install.
