Is Closed Captioning Supported in MC 19?

According to http://www.fcc.gov/guides/closed-captioning, closed captioning is required by law for TV programming.  I know CC supported in Dish DVR for a long time.  It looks like CC is also supported in TiVo and Comcast DVR. 

MC already records CC but does not show it.  Is CC supported in MC19?

The Windows Media Center supports CC.  If one watches live TV in JR MC, it might fall into the legal requirement outlined by FCC.
