On the version 19, it seems that tag properties have minor bug. As for the previous version this isn't happening, so i presume it is a bug or this is from now on.
My tag properties is open full so when i edit things on it, and want to move to the image, or to some other area, i need to close the tag or to minimize because when it is full, the action window, image or other are disappear or is cover by the tag editor.
Here is an image of the step where tag editor goes weird.

Thanks for the report.

There's a new tag window under development that we hope to release in the next few weeks.  I think it'll be a hit.

As such, bugs with the old window will have a low priority.
