Active Subwoofer not firing when playing Media Center content

I just realized that my subwoofer connected to my pioneer vsx-70 receiver is not kicking on when I play stuff from JRiver to it over HDMI.

 I had this problem in 18 and my solution was to configure my speakers as 5.1 and downmix as needed to 2.1 for stereo this seemed correct the problem.

However in 19 no track whether it has a subwoofer channel naturally or is just plain stereo no matter how I monkey around my subwoofer just won't kick on even though the analyzer says the channel is there.
