So I'm having a little issue with writing a proper expression in the Theater View display.

Currently I have a display for TV shows and within that I have one that displays unwatched shows and that works great.  Is what I'd like to do now is have an expression under the "All TV Shows" menu that says "IF the TV show is {PAW Patrol} then display two options (1 being all episodes and the other being 2 Smartlists that I've setup).  Can someone help me set this up?

I don't think you can do that.  Smartlists show under the Playlists item, and they can't be individually referenced.
