How do I import MC19 Mac settings into MC20?

PROBLEM SOLVED..... Reloaded 19, redid backup 2nd time, opened 20, hit restore**** then selected most recent backup from "browse" window rather than from "drop down"..... Restore goes seamless. !

So should re-open MC19 and do another backup, then repeat the restore in MC20? And if I do so, should I delete from MC20 the library that I imported the first time?

You don't need to remove anything.

Correct.  Restoring the Library from a backup replaces the existing (currently active) library.  You don't need to worry about anything there before.
