Streaming video via MC to my Samsung SmartTV works well, however, if I stop a video or exit the program, then restart the program and the video -- it starts from the beginning.  Is there a setting somewhere that will make the program remember the last playback position?

No. This is an aspect of UPnP that is beyond the capability of MC to "fix". If you expect to resume playing a video then you should press Pause (and not exit from MC, and not press Stop)...
