If a tv show is not recorded with red october hq, will it look better if you change the setting to hq to view it?

Also what about if you record with hq but then view it set as standard?

Red October settings are only related to playback and have nothing to do with recording.  TV is recorded as it is without processing.

To directly answer your question, the quality of the TV recording is unrelated to Red October settings.  The quality of the playback of that recording is affected by your Red October settings.

I'm glad I asked as I would have thought differently.

I do know that when I view using hq my processor warms up immediately.

Red October HQ requires a fair amount of GPU power to work, so you should expect a spike in usage/temperature during playback.  You shouldn't see anything like that during TV recording (as distinct from playback).
