I checked the MC9 help (v.9.1.277) and it gave a few suggestions on how to display the Action Window.  I tried them and it did not work.

What do I need to do to display this Action Window?

Are you just not seeing it?  It's always being displayed.  You can't get rid of it even if you wanted to, not that anyone[/i] would!

It might be minimized.  At the bottom left of the MC window sits the Action Window.  There's an icon there, to the far right of the "Action Window" bar, which will "unminimize" it.

OR, select a track and hit Alt-Enter.  This will bring of the Action Window in Tag Info mode:  click the icon to the far left of the "Tag Info" bar to go up a level to the "main" Action Window view.

EDIT:  Another possibility is that you have it in "windowed" mode.  If this is the case, it might be hidden behind some other program's window.  Alt-Enter will bring it to the foreground if this is the case.
