MC Using 13% Processor when Idling

All,

I have googles photoscreensaver running and have for over a year. When the media machine is not playing, it rotates through nice wallpaper pictures, (it helps the plasma stay healthy too.) Recently I have noticed the pictures stuttering and not smoothly moving across the screen. I looked at Task manager and it shows MC using 13% of the processor all the time, even when doing nothing.
The machine is not the issue. It is way overbuilt to play Tv and Movies :)
I7 4790 @4.0 ghz 16 gigs of ram and a GTX 960 Video Card. 240gig SSD.
It only started chugging through the wallpapers less than a month ago. 
Music and videos play fine, thanks to the extra power, but why is MC using 13% CPU all the time?

Has something changed in the way MC looks at the network? In the performance tab of task manager I see MC in many many lines of stuff happening with MC doing something with many IPs on my network. It looks like it is trying to hit everything. The weirdest is the Swann Security DVR. It's Ip is on many lines in Task manager with MC as the program.  It is ip .160. There is no reason it should be talking to MC.
I attached a pic from the Perf manager showing it talking to lot of folks, but esp 160.. It makes no sense.
And many different port numbers... where are those coming from?

Any ideas?

I know I will be bashed for this, but there is no antivirus on this machine. It plays media, media already scanned by other machines. I guess I'll fix that. I like Norton's stuff, but it does take a hit on the system. The MC machine draws data from a pair of NAS. They are fast and have no problems, nor show any undue activity.

Background tasks. I understand this. Lots of importing and indexing etc. Esp with all the crap I Have.
I will remove a chunk from the library temporarily to see if that is it. It stays at 13% all day long, idling all day long. That is a lot of background :) Especially on a really fast machine.
I did a quick calc. MC is watching over close to 750,000 files. ...is that too many? :)

Any idea of why the tcp connections to my Swann Security DVR? It doesn't share anything, no DLNA or anything like that.

To see if JRiver is running any Background Tools you can navigate in the tree to Services & Plugins > Reporter.

That is really cool.... I have never visited that page before.

No Background tasks are running. But MC is still using 13% CPU.
Hmm, What is JRMark?  I will have to investigate :)

I had this problem for a bit, never found the solution...when I was forced to do a new windows installation a few months ago the problem stopped and hasn't come back

I know it's not helpful answer but it does imply that at least in my case I had some windows issue
