MCWS PlayByFilename files with non English characters

I can't add files which have non English names. The MCWS command works properly with files with English names. Should the names be converted to another format before added to the MCWS URL?

Is the MCWS/PlayByFilename suppose to only add and play files that have English letters? Because if I execute the command mc20.exe /PlayReplace with a playlist which contains files with non English letters it does add and play them. I would like to remote control MC and therefore I need to use the MCWS interface. I am trying to play flac files, I did not try to play other formats using the MCWS.

If the filename is UTF-8 encoded, I would think it should work.

How could I know if it is encoded in UTF-8? For example I have a Hebrew flac file name בגלל.flac but it does not add this file to the playing list. I also tried other languages like Chinese and it behaves the same.

You need to encode the filename as UTF-8 when passing it to MCWS.

I am afraid that I don't know how to convert non English letters to UTF-8. Do you happen to have any code snippets or any link that shows how to do it.
