Problems to transfer music to phone

Hi,when I connect my phone to the PC and turn it on then click on "Sync Handheld" then click on my phone "name"(Samsung Galaxy A3)card. Then when I drag my music files (flac)to the action window and then I click on "options" and then "conversion" then I choose "Encoder:Windows Media:Encoder settings VBR Mode High".
Then I click "Transfer" then it takes one second and it says "finished" then I check my phone and there is nothing new there.
What should I do?
Is there something wrong with my phone or is there a bug in MC21?
