For Video purposes I would recommend an NVIDIA card. Depending on your price range, I would look at 750, 750 Ti or 960 for video-only use.

The 960 Supports h.265 decoding and hdmi 2.0. I have MSI 750 TI GTX Gaming. It is inaudible and Supports Madvr with Jinc 3 tabs For Chroma and Image upscalng.

Does the 960 have enough horsepower to scale 1080p video to 4k?  I was considering the 970, but the 960 is considerably less expensive.
