I think you need a much more powerful GPU to handle 4K decoding (at least HVEC encodes) to use ROHQ.

Much more powerful than what?

Than what is required to handle 1080p HVEC or H.264 content.

That could be what it was. Or the rip could be messed up? Or there could be a bug. We don't have enough information to know.

Aside from tests (which aren't rendering to a 4K display, because I don't have one) no. I think others have, but I'm not sure, honestly.

I then put it on a flash and stuck it in my Samsung Ultra HD TV and it played and looked amazing.

Yep but your TV has a dedicated chipset to decode the UHD content.
What's your computer's GPU?
I've a  GTX 970 which supports hardware acceleration for HEVC and MC plays 4K content flawlessly.

That's what Glynor was explaining, you need a more powerful hardware to decode HEVC on your PC.
Either a recent CPU (8 cores seems to be a minimum if theres no dedicated GPU) or/and a GPU latest Nvidia 950§960/970 has support for that, I think AMD is providing the same on their latest graphic boards.
