Why not ATI's decoder?
This might be the reason why you can not record/time-shift.

I dont have my ATI cd anymore. Its been missplaced. And in order to download the decoder I need my cd or it wont let me install it. ATI wants to charge me $20 for the cd or I would just use MMC that came with my HDTV card. I dont know any other way around it.

Sorry about that.
I have never tested MC using third party decoders. With ATI's (Cyberlink) decoders I have never seen any problems that you saw. So I have to guess that it had to do with the decoders. I tried to code the program as generic as possible, so it SHOULD use a third-party decoder if ATI's is missing, but I could not predict third-party decoder's behavior, so it may well be that some nuts ans bolts are not tightened.
Sorry for not having a better solution for you.
