Title: Feature Req: Unmuted Toolbar Icons

Is there a reason the toolbar icons are muted gray until mouseover? On my system, I can't tell what's what unless I actually mouseover. it would be nice if they showed their full color all the time, or at least make that an option.

Next build:
NEW: Made the toolbar icon style customizable between dimming the icons and leaving them full color.
