Your restores have been reset.  You might consider an MC21 upgrade now since the price is good.

can I upgrade for 19 to 21 or do I have to buy 20 to get 21?

Either will work.  Probably best to download MC20 and purchase from there.

Restore your license from a previous version, then try again.
