When will J River fully support Airplay? What I mean is currently I have multiple Airplay capable devices. I cannot choose them from a drop down list.
Any thoughts?

Isn't Apple's playground open if you want to pay to play in the sand pit?
Apple have been wonderfully successful at providing soft/hard-ware that is terrifically user friendly but that comes at a cost to both user and developer. I agree with Jim in that I can't see Apple changing its approach in the near, medium or even long term future. Why should they change? It's got them massively wealthy doing what they've been doing for so long.
I appreciate the JRiver approach which has a firm footing in maintaining a "sense check" by engaging with the user base the way it does. It is a good way of staying in touch with reality, especially when it comes to what users consider to be good value.

In Mavericks, AirPlay receivers show up as separate devices in the sound preferences. (though not in Media Center - only a generic "AirPlay" device which picks the first one on the list)
AirTunes was reverse-engineered and open-sourced on Windows almost a decade ago at this point.
Because this is implemented in hardware (the original AirPort Express) Apple has not, and will not be changing it.
The lack of proper AirPlay support is probably Media Center's biggest omission when it comes to streaming audio to wireless devices.
There's nothing I know of which is as cheap and reliable as the original AirPort Express for streaming lossless CD-quality audio to a DAC in a one-box solution.
I wish you would reconsider your stance, after being "burned" on developing iPod support when they changed operating systems.

For audio I think using airplay from an ios device with jremote works better then if it was baked into media center's server as targets. If you use airplay directly from an app on the device you can still easily control it in the background either from the lock screen or control center.

That's the opposite of how I feel - streaming from a wireless device rather than the server via ethernet is a lot less reliable, and it means that the device is tied up and not able to be used for anything else while music is being played from it.
That device is the only one which can control playback, rather than any device linked to the server.
I don't believe you can stream to multiple devices at once from an iOS device either - only via iTunes or Airfoil.
