Oops I deleted my originally posting text accidentally ... I try to reconstruct it below (analogous), sorry:
In short:
The loudness R128 value is not correct:

Looks right to me, the values indicate that the first song is louder.
The values shown in the Volume Level colums are the proposed adjustment towards the reference, which means that a higher negative adjustments means that the track is in fact louder, and needs more volume reduction.
You can also see it in the True Peak values, which have a higher peak in the first track.
The translation of the column names is slightly misleading, but even the english title isn't perfectly clear, since it indicates not the measured absolute level, but the gain adjustment to the reference (ie. the first track needs to be adjusted by -11.4 LU (dB) to reach reference)
Its really all in the unit of the measurement. The unit of "LU" indicates that its relative towards the reference level.
