What are the steps to re-add files to the library that are on the disk, BUT that are previously removed from the library.
when I do a library import or scan my disk, the process complete normaly, and comes back with somthing like
"skipped 69584 files previously deleted from library"

It's an option in the import process. It's called something like "ignore files previously removed". Uncheck it.

I have version Media Center 15.0.174. I can't find this option.
Can someone tell me exactly where it is...
My deleted files will not reload either.

Tools > Import > Auto-Import > Pick the folders in Auto-Import configuration > Click 'Edit...' > Look for 'Ignore files previously removed from library' at the bottom.
You set this per-folder for Auto-Import.
It's also available at the bottom of the single folder import dialog if you don't use auto-import.
