Title: Enable "Configure" button for madVR in Video Options?

Now that madshi has provided a shortcut to change madVR settings offline ("C:\Program Files (x86)\madVR\madHcCtrl.exe" editLocalSettingsDontWait on my system), how about enabling the Configure button in Video Options for madVR?
