Please read this wiki article on TV tuners (https://wiki.jriver.com/index.php/TV_Tunersl)

No, you do not need to use a networked tuner.  For over-the-air TV signal in Norway, or anywhere in Europe, you need a tuner that is capable of tuning DVB-T signals.  There are three types of tuners that can do DVB-T: 1. PCI/PCIe tuners, the type you plug onto your computer's motherboard, inside your computer's case; 2. USB tuners, which are plugged into USB ports on your computer; 3. Network tuners, which is setup anywhere on your home network (for example they can be in a different room from where your computer is).

For the first two types, we support them through Microsoft's bda architecture, on Windows computers.  The network tuners are supported not only on Windows, but also on Mac and Linux computers.

The network tuners that we recommend are the ones made by SiliconDust.  You have to find out whether they have any models that will work in your country.

The type of antenna required depends on how strong the TV signal is in your area.
