Title: New tool: MCRating.exe

I've thrown together a quick exe to provide tivo-like Thumbs Up and Thumbs Down support for ratings.

Usage via command line (acts on the current song in Now Playing):
       -increment     Increment rating by 1
       -decrement    Decrement rating by 1
       -default         Restore rating to default
       -clear            Clear rating

I've hooked up commands in girder that run this tool for my own usage.

Oh - and it requires 9.1.259 for working out-of-proc automation of MediaCenter.

I might entertain small feature requests, if there are any...
