No.  I believe that WeMo uses WiFi,  not Z-Wave.

I recently found a starter  kit for phillips hue in a recycle bin. (It was brand new still sealed)

I've been really liking the system and bought an additional bulb.

I don't see it here on this list but the box says something about Z Wave ... (or is it Zib bee ... hmmm)

It's Zigbee.  We don't support it.  Sorry.  Nice find though.

We actually have an Aeotec Smart Dimmer 6 here, and for the most part, it works fine. The only problem is the way it displays on the web interface. The information in the device creates two unnecessary subnodes on the web interface. As long as you ignore the subnodes, it works fine.

I have not used this particular switch with Engen, but I've had great success across various other Z-Wave manufacturers. My advice would be to buy and test it out.
