I have connected that Hegel DAC to my Windows 10 PC with USB. When I try to play DSD material with MC23, the file starts to play but there is no sound. Hegel supports native DSD64. In audio settings "Audio device" is "Hegel USB Audio B [WASAPI]" and "Bitstreaming" is "Yes (DSD)". The highest supported PCM resolution (192khz/24bits) plays fine. Any hints for this? The .dsf file I try to play is 5644kbps. Is that DSD64?

Have you read this?

Yes I have. I tried to follow the instructions in "DSD over PCM (DoP)" section. I couldn't find "Customize the DoP format" anywhere (my device is not old one?). And neither that next window (my device is not ASIO device?).
But now I'm able to play DSD material by converting DSD to PCM. Question is, is there difference in sound quality when playing native DSD or converted to PCM?

Looking at the DSD64 files in my library... yes, it looks like that's the bitrate that's reported for DSD64 files in MC.
Some things to check when troubleshooting DSD playback:
1) Make sure you have sound set to 100% volume in MC. Probably a good idea to set system volume to 100% too.
2) Make sure Bitstreaming is set to DSD.
3) (For at least testing purposes) make sure you're not using any DSP Studio effects, especially Output Format.
If all else fails, you might want to contact the DAC manufacturer and see if they have any specific instructions for getting DSD playback working in JRiver Media Center.

I have all those settings as you described.
Yes, I have sent email to Hegel.
