When you rate a song does that rating auto-populate to any library where the song is played?  Or, is that rating only valid for the library in which it was rated?

If you rate on the server, it propogates out to the clients.
If you rate on a client that is set to auto sync with the server, the same applies. If the client is not auto syncing, rating changes will go nowhere and will ultimately, be discarded.

Thanks - I guess logically this would apply to things like tags as well.

Is there anyway to copy specific metadata like say tags and ratings from one library to another?

You can write the tags to the files and then read the tags into the second library.
