Are there any details of the changes version 3 uPnP controller support brings in 21.0.55?

I am also curious about this. Now this change has been reverted in 21.0.64, does that mean Mediacenter still uses version 2?
What is the difference between version 2 and 3?

It's not full support.  I was mistaken.  Sorry.  It was only a kludge in MC to make a particular DLNA device work.
