Title: Have I got this right about Otto...

Once the "Watch Folder" is checked, Otto will continuously check the "chosen folders" (or directories) for new additions/changes?

If I remember right back in the day when I used MM (very briefly!) it would check the watched folders when you opened the program.

It reconciles when the program is started.  This is in a background thread and only takes a few seconds.

After that, it watches while the program is running. (no scary background services while the program is closed)

Doing the watch takes no CPU cycles since notifications are built into the Windows file system.

I take it each library has it's own watch folder list?

if not this could be a problem.

Yes, watches are now library specific.
