Hello,
I'm not a developer and I don't know how much time it takes to change sentences or words in an interface. But I know that using the same writing in each menu and sub-menu helps a lot for those (like me) who work on translation. Here, the capital letters make us understand we are translating a title , not a part of a sentence.
On the other hand, an interface which is not similar everywhere will receive wrong translations. So it's up to you to determine if it's worse doing the changes.

By the way, could you use a specific tooltip different from the description for each functionnality. Today, there is no consistency in the interface:
- Media Network and Downloads have their tooltips different from their descriptions.
- Podcasts, Playlists, Drives & Devices, Services & Plugins and Scheduler have their tooltips similar to their descriptions.
- Reporter has no tooltip but a description.
As a result, some descriptions have a punctuation, and others don't.
