I have quite enjoyed the theater of the absurd from a safe distance.

It makes me want to throw up sometimes, really... Makes me think of a song, actually, so I'll commit my own little copyright violation make fair use of the lyrics to illustrate the point...

Oh, I agree that everything does not turn into law. Thank God.
But, this is not a whimsical bill from some obscure hack.
It is being sent up by the Justice Dept with the full weight of Administration and key lawmakers behind it.
People thought the DCMA was a joke too.
Right until the first prosecutions and lawsuits under it.
