I am stuck between a rock and a hard place.
I cant play 25fps media unless I use display switching and play them at 24fps which then causes jumping when the camera pans.
If I turn of display switching then I can play 25fps but the all my other media is jumpy.
I am using bitstreaming through hdmi with RO standard
mmm just check a tv episode labeled as 24fps and that is jumping also

You have a powerful enough system to use RO+HQ (the HQ part uses madVR). Since madVR has display mode switching too, it may be better to turn off the display switching in JRiver and try the display switching in madVR.
In JRiver MC "Tools>Options>Video>general Video Settings", leave the box "Video Clock" checked.
I know you have been fighting with this for a while now - but I don't recall all of the things you have tried. So at this point I would go to RO+HQ and see if madVR does a better job for you.
To get to the display switching setup in madVR, you start playing a video/movie then right click the screen and go to Direct Show>madVR. (I always pause the Video/movie playing at this point). In madVR under "Devices" you should see your TV listed then go to "Display Properties" and enter the display modes you use such as "1080p24, 1080p50, 1080p60", and check the box "treat 25p moves as 24p".

How do I put back correct fps as I changed some (fixed)
If I have media 1280 720 etc do I have to list all those in madvr?
I have some odd sized media like 1276 944 etc how do i deal with these
also the 1080p24 etc do i put these as 1080p24 or 23

You can try "update Library from Tags". If that doesn't work, then just delete the FPS you know to be incorrect and leave that field blank.

No you want to play everything at 1080p the TV's resolution. So just list the 1080p modes and let the program upscale for you

Same as above, the program will scale them to the proper size for your TV.
also the 1080p24 etc do i put these as 1080p24 or 23
some say to use 23 as this will then be set to 23.976 which is more exact (true film speed) than 24, but I have tried both and I can't tell the difference. The VideoClock feature adjusts for any minor differences so it is not noticeable. I just use 1080p24 and 1080p60 for everything (and you will also add 1080p50 since you have PAL content).

it is similar but (RO+HQ) uses "madVR" which many say is more sophisticated and does a better job with video than RO+STD which uses Microsoft's Enhanced Video Render (EVR).

Thanks guys I will try again as I tried last night but the first thing we played, played sped up and way out of whack

Setting up madvr I am still getting jerks in the movies.
I tried using the settings 1080p24, 1080p50, 1080p60 but when starting a 25fps tv show the screen goes funny like a small screen with two or three blurry layers.
Took that of back to jerks on 23.98 shows.
I am about to put in defender virus software some settings to stop accessing jriver.
Any more ideas???
