Title: Bug: scrollbars in panes

As suggested by JimH, I'm starting a new topic on this one.
Since 9.1.243 if a pane does not require a scrollbar to display its contents the empty scrollbar is not initially drawn until you click in any pane.
Having some panes with & some without looks untidy and is not so easy to distinguish each pane. Better to have an unused scrollbar to keep the look uniform.
